All tenants should be registered before the arriving date.
There are a number of rules and regulations a property owner must follow in order to rent property in turkey legally. Until recently many chose to overlook the laws as they were rarely enforced. The difference in 2017 is that authorities have become far stricter in following procedures due to the State of Emergency. Property owners must now adhere to tax regulations and the GIYKIMBIL ID registration system to make sure authorities know who is in the country and where they are staying so they can find them should they need to. This helps Turkey limit the chances of terrorist activities and is a common practice across Europe. These procedures apply to those renting their property on a short term basis to paying guests only (e.g. holidaymakers). In short, you have three options; use an agent (the easiest and most straightforward way), set up a limited company or, if you have Turkish citizenship or a work permit, operate under a B&B license.

Pansiyon licence 2020 – Summary
• No licence required if the tapu holder or close relative is staying
• Licence required if friends are staying without the tapu holder
• Licence required if renting out. The police and jandarma have said they will be looking at on rental sites / social media for adverts.
• For a non-Turkish national to register they would need a work permit as this licence means they are a business
• This licence can be obtained by a company on your behalf
• KDV (VAT) has to be paid on bookings
• The licence means that a KDV return has to be submitted each month even if it is a nil return. There would be a fine by the authorities for no submission. The only way to not pay an accountant to do this over the winter season would be to de register the property and therefore have to go through the whole process again each year.
• Once the licence is obtained then guests need to be registered in the same way as the previous KBS system
• At the end of the year an income tax form has to be completed. This again can be done on your behalf
• In subsequent years a fee has to be paid to renew the licence this year this was 250TL
Holiday Rental System 2020 Didim and Akbuk
As per information from the authorities in Didim (January 2020) the 'New' KBS for both Didim/Akbuk is now the same system. To do holiday rentals you will need a Pansiyon licence.
The licence
Each property will need a "Pansiyon" licence in the name of someone who is either a Turkish Citizen or someone who holds a valid work permit.
In order to get the council licence you require:
• A Fire Report to be carried out.
• Provision of A Fire Extinguisher & Smoke Alarm
• Emergency light (2 in most cases)
In the latter half of 2016, the Turkish government amended the “Identity Declaration law.”From now on, anyone marketing their homes as holiday rentals must register to the GIYKIMBIL system to enter the names of everyone who will stay in their property. It is part of a wide-scale campaign to prevent terrorism
When anyone rents your property, whether it be for one night or two weeks, his or her details must be entered into the system. Failure to do so will result in a fine of 700 lira a day for not declaring occupants. The gendarme will background check all names and reserve the right to monitor properties and speak to your tenants. If you are a foreigner with a Turkish kimlik or working permit, you can sign up straight away, however, if you do not have the above, you will need to form a company, which any reputable accountant will do it for a small charge.
